YORK - Dr. Wendell M. McMillan, 84, died at 9:08 PM Tuesday, April 1, 2008 at Rest Haven Nursing and Rehabilitation Center-York. He was the husband of Eleanor (Unser) McMillan. The couple would have observed their 62nd wedding anniversary on July 14. Born June 14, 1923 in Dallastown, Dr. McMillan was a son of the late J. Walter and Alice (McCormick) McMillan. He was a member of the first graduating class of York Junior College, and went on to obtain BS, MS and PhD degrees at Juniata College and Penn State University. A recipient of a Fulbright Award from the U.S. Department of State, he did post-graduate work at the Royal College of Agriculture in Copenhagen, Denmark. Dr. McMillan's career was defined by his lifelong concern for the less fortunate of the world, particularly with regard to providing food for the hungry. From 1955-64 he was an agricultural economist with the U.S. Department of Agriculture in Washington, DC. For the next 17 years he was employed overseas as a manager and consultant on agricultural development projects for the Food and Agriculture Organization (FAO) of the United Nations, the World Bank (IBRD) and the U.S. Agency for International Development (USAID). Long-term resident assignments with his family included Jordan, Afghanistan, Grenada, Barbados, Syria and Sudan. Other assignments included Saudi Arabia, Indonesia, Liberia and Lesotho. He retired in 1989 after 8 years as a senior policy advisor for the USAID Africa Bureau in Washington, DC. He was the author of numerous research, technical and policy reports on agricultural cooperatives, agricultural marketing and international agricultural development. Active in community affairs, Dr. McMillan was board chairman of the American Community School in Amman, Jordan; chairman of the United Nations Staff Association; president of neighborhood associations in Northern Virginia and York (Springdale); volunteer and board president of Historic York, Inc.; and volunteer and library committee member of the Historical Society of York County, among many other activities. He was the recipient of the National Alumni Achievement Award from Juniata College and Distinguished Alumnus Award from York College. Surviving Dr. McMillan are his wife Eleanor, currently residing at Rest Haven in York; daughter Susan R. McMillan of York; daughter Barbara (McMillan) Raid and husband Bill of York; son Douglas S. McMillan and wife Mary Anne of Harrisburg; grandson Jeffery D. Raid and wife Andrea of Columbia, MD; granddaughter Jennifer (Raid) Barto and husband Don of Elkridge, MD; and three great-grandchildren. He also is survived by his brother John W. McMillan and wife Norma of Carlisle; sister-in-law Agnes Unser; and brother-in-law Les Unser. Following cremation at Heffner Funeral Chapel & Crematory, Inc., 1551 Kenneth Rd.,York, burial will be in Mt. Rose Cemetery. A private service will be held at the convenience of the family.
